Review Process Policy

Qaumiyyah: Jurnal Hukum Tata Negara uses double-blind peer review by at least two independent reviewers for research articles that pass initial editorial screening. Author and reviewer identities are concealed from one another during review. Reviewers are selected for relevant subject and methodological expertise and must be free from disqualifying competing interests.

Editorial screening and review

The editors assess relevance to the journal's scope, originality, compliance with the Author Guidelines, and publication ethics. A manuscript may be declined before external review if it does not meet these requirements. Suitable manuscripts proceed through the online editorial system to reviewers, who assess the research question, use of legal sources and evidence, analytical method, originality, coherence, and scholarly contribution.

Reviews must be constructive, reasoned, and confidential. Reviewers must disclose competing interests, refrain from using unpublished material for personal advantage, and obtain editorial permission before involving another person. Authors must prepare an anonymised review manuscript and respond substantively to the reviewers' comments when revising.

Decisions and safeguards

The handling editor evaluates the reviews and any revisions; the Editor-in-Chief is responsible for the final publication decision. Further review or additional expert advice may be sought where necessary. Submissions by editors or board members are handled by an uninvolved editor. Acceptance is determined by scholarly merit and ethical standards, independently of publication charges.

Review duration depends on reviewer availability and the revisions required; acceptance or a fixed decision date is not guaranteed. Authors may submit a reasoned appeal through the editorial office, identifying the manuscript and grounds for reconsideration. Appeals are assessed without a relevant conflict of interest.
