Qaumiyyah: Jurnal Hukum Tata Negara considers evidence-based allegations concerning submitted or published work, including plagiarism, fabricated or falsified evidence, misrepresentation of legal sources, redundant publication, inappropriate authorship, citation manipulation, and interference with peer review.
Reports should be sent to the editorial office with the manuscript identifier or article DOI, a precise description of the concern, and supporting documents or source comparisons. Substantiated anonymous reports will be assessed on their evidence. The journal will handle identities and confidential material with appropriate discretion and will not seek to expose a person who reports concerns anonymously.
An editor without a relevant conflict of interest assesses the evidence and requests clarification from the authors or other parties where appropriate. Allegations involving the handling editor or Editor-in-Chief are referred to an uninvolved editor or the publisher. Affected parties have an opportunity to respond. The journal may pause editorial processing and consult relevant institutions when investigation exceeds the editors' authority.
Outcomes depend on the evidence and may include no further action, clarification, rejection of an unpublished submission, or a correction, expression of concern, or retraction of published work. Public notices must explain the editorial action accurately and proportionately. The purpose is to protect the scholarly record while ensuring fair treatment; an allegation alone does not establish misconduct. See Correction and Retraction.
Ethical guidance: COPE: responding to whistleblowers; COPE Retraction Guidelines.
